If its jailbreakable then yes.
In theory yes it would. But the chances of the iPhone you would buy in the US being on iOS 4.1 are very high. At the moment iOS 4.1 cannot be jailbroken, so cannot be unlocked.
Although a Jailbreak is just around the corner for iOS 4.1, it's been confirmed an unlock is not being worked on.
In short: NO, DON'T BUY ONE. It will be locked to AT&T's network in the US and would not be able to connect to any UK carrier. If you do you buy one you may not be able to use it for a long, long time, until a Jailbreak + Unlock is released. Stay well away.

I would downgrade to 4.0.1 and then Jailbreak. Simple.
Please do not speak like that. I was unaware that you cannot downgrade when they are brand new on 4.1, I thought it was possible as I myself have downgraded from 4.1 to 4.0.1.

You can only downgrade if the SHSH File is saved on Cydia. However his iPhone would be brand new so it wouldn't. Therefore he wouldn't be able to downgrade.
As of the moment anyway. I think the new bootrom exploit soon to be released is going to allow you to revert to any version of iOS. Then again since this is an exploit on all iDevices working on every version of iOS when it will come to downgrading I don't see the point![]()

I don't think you should have any problems related to unlocking and downgrading if you're willing to wait. The jailbreak should be coming out soon and then the unlock a bit after that.
