    When ever i close my laptop's top part it seems to put the PC to hibernation and i have to press the power button to get it off, How do i stop this?

    Control Panel\All Control Panel Items\Power Options\System Settings

    Should be able to change what happens when lid closes? is that what you mean?

    Is it when you are shutting the laptop down?
    If yes, then some laptops have to be fully shut down before you close the top part otherwise they will just stay on standby.

    Power options isnt there

    Windows Orb (start) > Power Management/Options? That's how I get around the control panel items
