No he means like www.gangsternation.net, PHP-based RPG scripts. I know the owner of Gangster Nation fairly well, and many scripts are made from scratch. So I am not sure on where you could get a hold of one

I've never seen a open source/public/free game script like this, only paid ones, if you do some hunting on warez websites, you'll be any find to some scripts, most have been de-cypted, so you can edit the source to your liking, supplying you have PHP/MYSQL knowledge.
