You need FTP access to install skins and mods.
I suggest you change hosts. Get rid of the free forum hosting and get some cPanel hosting. That way you have full control of your site from FTP. So, change hosts if you want skins or mods. Because as far as I know, you cannot add skins/mods on forumer.com hosting.
