The PayPal method is only available when you're paying with dollars. You'll find it on the USA Credits page and if you buy using that method it will just convert it to your currency.

Always wondered why Habbo hadn't offered paypal as a payment method, more people would probably get credits.
Apparently they do though! Not sure why it isn't working, sure you aren't doing anything wrong?
