Need a Layout Coded!!

Hey guys, could you code me a layout as soon as possible?!

I will pay you if I have to, PM me if you will do it

Requirements: I need Cutenews (If you can that is, and if you install it while coding the layout, if not tell me)
iFrames, IF POSSIBLE!
Time/date at bar underneath where banner goes
Where the banners goes, make it editable (So I can put in a different banner when I want. If not possible, just tell me )
