Nope. A few of the prerequisites for T@S quest give defense exp. I think the lowest possible is 28 def.

the lowest you can get is turmoil with 10 def (roll back)

other wise its 30 def.

Nope, it's 28. Very few have done it without a rollback but most notable is massah jim aka "28 defence". recently ruined his acc by getting 30 def though =(
