What do they do?
I know before it ment how much price difference you could trade to another member, but what are they for now?

They was generally te limit as you said.

But now its just total quest's you've done, since points are still a requirement for some quests such as While guthix sleeps, requires you to have 175 quest points.

it's 270 act-tu-li, 175 is for rfd.
