Dropping in another users room costs nothing as if you drop in a room (that you have rights in) that has the 200 sticky limit, you don't lose stickies but get the achievement.

The users dropping in your room will cost you the cost of 200 stickies (10 pads). Then have them continue to drop over the sticky limit without losing their stickies with both yours and theirs going up.

I'm sure that the users dropping in your room would cost them rather than the owner of the room? That's what the article seems to say anyway.

Would only cost the user if there was less than 200 stickies, however trying to find users who want to use up their stickies than boost their achievement in a full 200 sticky room will be hard

I tried adding stickies to a room that had 200 stickies in it, and it doesn't add to my achievement, it just gives me a pop up saying error... only 200 stickies per room
