utorrent connections

Hey,
Can someone please explain to me how I can fix my utorrent settings so when I'm downloading something it doesn't take up all the bandwidth?

Right Click a torrent --> Bandwidth Allocation --> Set Download Limit --> Whatever you want.

There's a global setting somewhere else but I can't remember where off my mind.
