    Assuming you mean Mobile to Paypal if so then I don't think there any current services for that. There was SMStoPAYPAL but that closed.

    Did all those SMS-to-Paypal services shut down due to legal issues? I think they had to be regulated by some financial authorities to prevent money laundering didn't they but none of them complied due to the excessive costs?

    Unfortunately this is not possible through paypal. This is a shame as many young people cannot purchase things off the internet as they do not have a credit or debit card, or online banking. On the other hand, I cannot think of many websites that do not ask users to be sixteen years of age (that include payment services!)
