Well i've found im not with a partnership with Youtube all i am is a monetised site, so i don't REALLY know the difference, Can anyone help explain

I'm assuming that would explain what a youtube partnership is all about.

You need a certain amount of views and subscribers to be legible to become a partner, but anyone can sign up forad sense, that's if people actually click links.

But doesn't a webpage need to be one which is mildly successful and has content?
