@,AAiden The manager does. If you take a look at this thread: http://www.habboxforum.com/showthread.php?t=739373 then it tells you all about when you can collect your prize and stuff.

Unless of course a competition staff is nice enough to donate to the managers of the department then you could say it's their credits but overall no they don't

Yes the manager hands out the prize (I'm sure I've given you a prize in the past and you've accepted it off me?) as mentioned in the winner's PM.
