Custom Made Radio Admin Panel

I am thinking about starting to make a Radio Panel.

Few questions

How hard is it to make a Custom Made Radio panel?
Is it just a simple program as Dreamweaver or Frontpage?(prob not but you never know)
What program(s) would i need?
How would i go about starting it?

Any help would be appreciated.

You'll need to know HTML, CSS, PHP and then the rest of it is creating whatever tools you want and working with shoutcast (or other radio "servers").
