navigation bar not stay off? it says it's off but just reappears when the world is reloaded

Go to options and change it again when you're in the lobby.

Its currently a bug that might be fixed within the next game update, which should be in 10-15 minutes.

However a temporary solution is to sign in, login to any world and switch the Navigation Bar to "On" and then "Off", it should work until you next log out or attempt to go into a clan citadel.

Yeh, but it could be fixed within the next game update itself, as part of the Patch notes released.

EDIT: Patch Notes for todays Hunter Update has mentioned that it has solved the Navigation bar
