How can I obtain someones details if I know their reg plate and car model etc?

You can't afaik, you can find out information on the car;

You can use stuff like that to find if its robbed etc, i used a text thing to buy my Subaru, it returned with nothing (I generally used it to buy all my cars) I found out 2-3 days ago my Subaru was written off, Scrapped also lol...

You can't unfortunately, Im fairly sure you can't find those details without his v5. Not a lot other ways you can do it, search numberplate on Google etc, may work.
I'm sure if I look hard enough I'll find a driver database online from like 2000 or before.

You can get the details from the DVLA if you can demonstrate to them that you have a good cause for them to provide you with the information.

Not sure how you can proove he crashed into you, other than if a garage fixed his car...
