I'm curious to why applications still open and close. I understand why it was done in the past, the fansite was booming, extremely popular and having too much staff was a struggle (not to mention each department had a cap) but nowadays that's scraped, every department should constantly looking for new staff. It would make more sense if the applications were opened constantly and accept / reject them as they come. Take the graphics department for example, if you constantly open and close applications what if someone who is outstanding at graphics at the time wants to apply but the applications are shut, you're limiting yourself. Departments can't be receiving that many applications that it's necessary to close them every other week. I mentioned this a while back for habboxlive, one of the departments that really have a limited amount of hours and it seems to be working fine. I just think it's a silly idea, times change, things change and this is one of those times.
