so i found a moving picture thing on http://www.tumblr.com/tagged/nicki+minaj (if you scroll down its nicki minaj flipping her hair and saying 'not a **** was given') how do i make that my sig? (if i save it to my pictures andd put it on my sig it doesnt move & i dont use tumblr so idk)

Right click it, open in new tab. Copy the link and then add it as an image in the change signature screen.
THis should work.
edit; here is the link for the picture i think you want. However I doubt it'll stay there for long considering the language.
