Total pc noob! +Rep for advice and help!

I wanted to upgrade my current pc, its dying on me, so thought re-building it rather then buying a new one from PC world would be better, my budget is like 400? maybe more?

I just need it really for programming and Photoshop/Video editing needs (no video as much)

What else do you think I'd need? I know the obvious, like keyboard,mouse, case..

But what else? Is there anything better for around the same price?
