Why are they even bringing them back, when their security measures are clearly poor and there are silly children that use Habbo, too.

Not surprising but an absolute joke. One would have to imagine the contract write up was poorly done and Sulake are unable to break away. Although perhaps it is telling they are going back to infobus sessions and not running furni campaigns, doubt they are trusted to do this any more.
