[REQ] RadiPanel - Like The DJ & Leaderboard

I've seen this on a few fansites, I need a script where you press a heart, it adds a like to the DJ who is on air, also it should have a leaderboard.

It should also not let a user vote untill 1 hour or so is over.

Easily coded. Just have a variable for each DJ then add a count (count = count + 1) when heart is pressed. Check if they have voted in the hour?
