Can't new users buy promotions?

I have tried buying the HC+20c+20d bundle on the shop but when I click it it always says I'm not eligible for that purchase. Does this have anything to do with me being a new account?

Maybe its cause you need the trading pass and verify your information. You could just buy prepaid credits through pcgamesupply once you buy it they give you a code you enter it on habbo and it gives you credits same way to buying on the habbo site just a bit more expensive
