spinning wheel in seers

In seers when you go upstairs to use the spinning wheel there is a ladder where does it take you coz it says you need permission to use it.

not a room coz there is a open hatch on the roof :S not sure i do the quest and find out

There's nothing up there, it just leads to the roof where you have to fix a weather vane for the quest "one small favour"
