Yeah I always type things wrong if I'm not paying attention but it's not like I don't understand them nor would I do it when writing or typing something important.
No... it's the Union Flag as someone above explained. If that's an official government web page, then it's embarrassing (embarrassing is one I get wrong actually :P).

They're means 'they are'. "They're going to the park".
Their means 'belonging to them'. "Their clothes were stolen while they were swimming in the fountain"
There is a location. "They found the clothes there, by the playground"
