I question your logic.... Why does barrows look ugly? It looks like a really evil warriors outfit? Dragon is for pretty boys or level 70/80s who've just got 60 defence..

Each barrows set has a special feature and are all quite strong armours, Dragon has no special feature and quite frankly sucks.
