Your router has nothing to do with your external IP. That's on your ISP's end
He might be on a static address, so you can't really change the IP.
A way could be to get a proxy or something.
I'm sure from a little electricals shop you'd be able to get a few bits and pieces and find an easy online guide on making a little device that stops the power for a second when you press a button, or by remote. If you're too lazy to go over to the router every time you want to download a new file, you could just press a button and the router would restart changing your IP address (if dynamic).

I could make a little vb6 "app" that has a webbrowser control in it, and just navigates to the router reset page for your router?
Tom743 that's useless way to do it..
goto www.routerlogin.com (as you're using netgear) click "Connection Status" and click "disconnect" then hit "connect" once it has fully disconnected, and your IP WILL have changed.
