I assume this is to maximise sales. When they release the first generation of a product and everyone buys it, they know everyone will buy the second gen as well. So they can save some of the features to put into the second gen and even further generations.
Look at the time between each of the iPod Nano releases. It wasn't very long because they probably have all the technology for the third or fourth generations even before the first one is released. I don't know how many generations of Nanos there are, but you get my point.
