It could have been avoided.
Bristol ATC didn't actually know the Boeing 737 was there... which is of course an issue.."You live more riding bikes like these for 5 minutes than most people do in their entire lives"

Then it could have been a technical issue as they should have been able to pickup the transponder of the 737.

Which would probarbly be why Bristol couldn't see it, either through manually taking it off his radar or it not actually appearing.
